ARCHANGEL

ARCHANGEL: 64.34 N. 40.30 E.
LOCATION: A White Sea port. Archangel is situated at the mouth of Severnaya Dvina River, in the S.E. corner of Dvina Bay. A part of the harbour is situated at the Northern end of the Povrakulsky Island, at the junction of the Maimax River and the Kuznechikha River, and is called Economia Avant-port. The total length of the port area is about 30 miles.

PILOTAGE: Compulsory. Notices of ETA in accordance Soviet Wood Charter Party. Pilot boat located in area of the light buoy "Mudyugsky I". VHF Channel 16. Pilot boat is tugboat with word "Pilot" on wheelhouse. Vessels awaiting Pilot may anchor at safe distance to North from pilot boat location. In event bad weather pilot boat goes to shelter, being available by VHF radio.
While waiting for a Pilot, vessels may lie at anchor at a safe distance to the North from the pilot boat location.
In the event of bad weather a Pilot shall board a vessel at a sheltered place shown by him.
When a Pilot is not able to board a vessel due to weather conditions, a pilot boat is usually situated on the Southern side of the Mudyug Island. In this event vessels should anchor at the entrance of the channel from seaward and wait for a Pilot's arrival.
ANCHORAGES: There are several places, which can be used by foreign vessels for anchorage. They are:
(1) The outer roads with depths from 10.0 m. to the North and N.W. from the reception buoy "Mudyugsky I".
(2) Customs formalities are carried out alongside the berth or at Solombala roadstead immediately after vessel's arrival, and half an hour prior to vessel's departure.
(3) The Solombala roadstead with depths of 5.0 m. - 9.0 m. is used by vessels for anchorage while awaiting a berth for loading cargo.
The ground at all roadsteads - mud and sand; anchoring is performed according to the Pilot's recommendations.
RESTRICTIONS: Ice breaks up in April. Port area open from end of April through to November. From November till April, ice classed vessels sail with assistance of ice-breakers.
During the time of high water vessels can enter the port through the approach channel Berezovy Bar if having length not more than 160 m. and draft not exceeding 8.0 m. Changes of passage drafts are published in the Notices to Mariners. Vessels going to Timber Mills No. 2 and No. 3 as well as to the cargo area Bacariza pass through the central draw span of the railway bridge twice during 24 hours. Vessels having air-draft less than 13.7 m. pass through the bridge throughout 24 hours. During bad visibility (less than 5 cables) movement of vessels within the port is not allowed.
In the Approaches to the Port there is an overhead power cable between:
(a) 64° 37.91 ' N., 40° 29.05' E. and
(b) 64° 37.72' N., 40° 29.03' E.
The vertical clearance is 45.0 m.
HEALTH: All vessels coming from foreign countries inspected by Sanitary Office. If no diseases vessel obtains Free Pratique. If vessels entering after calling at another Russian port, Pratique automatic.
RADIO: All information from sea may be routed through Murmansk Radio (UMN) and Archangel Radio (UGE), A1 500 kHz, A3 2182 kHz.
All vessels when approaching the port of Archangel should establish radio contact through the coastal "Archangel Radio" station which operates 24 hours per day on the following frequencies:

The storm signals station is situated in the Solombala area on the embankment of the Sevemaya Dvina River named after George Sedov (Lat. 64° 35' N. Long. 40° 30' E.).
Storm signals are shown by the International Code of Signals by day and by Morse system at night.
Masters of vessels proceeding to the port of Archangel should advise ETA and all necessary Information to the Inflot Agency as per conditions of the "Soviet Wood" Charter Party.
24 hours prior to arrival advise ETA to Inflot Agency. Four hours prior to approaching the "Mudyugsky I" Masters should advise more precise time of arrival.
TUGS: If necessary ordered 2 hours before arrival and normally join vessel near berth. Usually use ship's lines.
BERTHING: To certain extent depends upon tides. 37 berths available with depths alongside up to 9.6 m.
There are a large number of berths in the port along the river front, as well as at the Economia Avant-port.
Berths are equipped to handle timber, wood-pulp, paper, bulk, liquid, machinery and general cargo. There are enclosed warehouses and concrete floor sheds in the port.
CARGO HANDLING FACILITIES: Berths of the commercial port are equipped with mobile electric cranes of up to 32 tons capacity. Loading of timber from berths of timber mills Is effected by shore cranes and vessels' cargo gear. There are also floating cranes from 5 to 100 tons capacity as well as other cargo handling equipment and interport transport means. Container crane of 30 tons capacity and back-up facilities.
BRIDGES: Vessels proceeding to load cargo at Timber Mills 2 and 3 have to pass under bridge, which is opened twice a day. Vessels with air-draft less than 13.7 m. can pass throughout 24 hours. STEVEDORES: No particular ETA advises to stevedores/shippers required except those mentioned In Soviet Wood C/P. Loading rates, etc., also stipulated by Charter Party.
Mobile electric cranes of up to 20 tons capacity are operated on the quays. There are also floating cranes of up to 50 tons capacity, other cargo handling equipment and intra-port transport facilities. Sometimes, cargo handling is by vessels' gear.
MEDICAL: If any medical attention or prompt assistance required, Master has to contact Agent. No advance notice required. Clinic and hospital available.

Berths: There are 2 berths being used for all mentioned products. Both berths: Maximum draft 7.80 m., length 150 m. and loading rate about 600 cu.m./hr.

FRESH WATER: Usually delivered by self-propelled barges. A few berths are equipped with shore water lines.
FUEL: Bunkers (gas oil and marine diesel fuel) can be delivered by lighters.

Disposal of bilge water into barges. U.S.$ 43.00 per ton. Minimum charge U.S.$ 630.00.
WASTE OIL DISPOSAL: Not available.

Any European currency can be exchanged in State Bank, or in Seaman's Club Exchange Stall. DELAYS: On account of rain when loading timber.
NAVIGATION: Masters proceeding for loading timber should bear In mind that the swing bridge on their way to Timber Mills No. 2 and No. 3 is open once daily.
All vessels with drafts of less than 3.6 m. especially when engaged in towing timber rafts, should keep out of the way of deep-drafted vessels when passing through narrow places and approaching channels both at sea and in the river, and should not hamper their safe passage in such places. They should also safely pass vessels engaged in dredging of a channel.
When approaching a bend In a channel, every vessel should beforehand give a signal by 1 prolonged blast on her whistle or siren, reduce her speed and when it is safe and practicable, keep to that side of the channel which lies on the starboard side of such vessel.
Every Master when passing through a narrow channel, or approaching a bend in a channel should take positive early action prescribed by the International Regulations for Preventing Collisions at Sea to avoid a risk of collision with a vessel approaching from the other direction. Deep draft vessels shall not overtake each other when navigating in the channel of the Beresovy Bar. A vessel proceeding to the port along the course of the channel must keep out of the way of another vessel leaving the port.
No vessel shall navigate in the port harbours in restricted visibility when navigational lights, marks, leading lights, buoys, etc. are not visible.
Ice: At the head of Dvina Bay drift-ice extends as far as 12 miles from the shore by the end of November. The Sevemaya Dvina estuary usually gets frozen over at the beginning of November. At Dvina Bay the ice usually breaks up in April and at the Sevemaya Dvina estuary - at the beginning of May. Thus, navigation in the port area lasts all year round for vessels with ice-class for White Sea.
Powerful ice-breakers, ice-strengthened vessels and tugs are maintained by the Port of Archangel Authorities to assist in navigation of the Dvina Bay waters and off the coast when ice conditions prevail Tide: The tidal range at the head of Dvina Bay reaches 0.8 m. - 1 m. and at Mudyug Island 0.1 m. - 0.5 m.
The in-going flood stream is usually stronger and about 1 hour longer in duration than the out-going ebb stream.
Sometimes the in-going stream at the bar of Severnaya Dvina may be hardly observed, being reduced to a few minutes of slack water. It may run steadily for some time then gradually attaint its usual strength and goes on to set up to the time of high water.
The tidal streams in the Sevemaya Dvina are considerable influenced by both strength and direction of the wind.
Moderate Northerly and Westerly winds increase the height of the tide and hold the fall of the water.
Only the in-going flood streams have been observed at the Severnaya Dvina estuary at springs. The extreme tidal range of the water level observed there is about 4 m.
DEVELOPMENTS: For the immediate future no draft increase expected. Some berths under reconstruction and cranes being installed to load timber.
