Kandalaksha

KANDALAKSHA: 67.08 N. 32.25 E.
GENERAL: The port of Kandalaksha is situated in the N.W. extremity of the Kandalaksha Bay of the White Sea. Year round navigation is possible with the assistance of the ice-breakers for ships that have no Super-Ice Class. Vessels that have Super-Ice Class can go to and from the port. Only in the coldest of Winters may the assistance of icebreakers be necessary, as during the period February-March-April the floating ice of the basin of the White Sea drifts and is pressed by the S.E. winds into Kandalaksha Bay, and it makes it difficult to pass strips of the hummock ice. However, in warm Winters, the basin of the sea may have no ice and navigation for vessels is not difficult. The port Kandalaksha and its anchorage are protected from waves of all directions. The difference between the high and low water is a maximum of 2.8 m.
PILOTAGE: Compulsory inward and outward. The distance of the compulsory pilotage is 8 nautical miles. The Pilot usually boards and disembarks the vessel at the distance 1.0 nautical miles S.E. from Garely Islands (Lat. 67° 03' N., Long. 32° 39' E.). Communication with the Pilot is on VHF Channel 16 throughout 24 hours. Call sign "Kandalaksha Radio 5". Masters of the vessel going to the port should order a Pilot by sending a telegram or telex to Kandalaksha via "Inflot" Murmansk 24 hours before arriving at the port and corrected 4 hours before arrival (by VHF) at the above mentioned position. On request of the Master, pilotage may commence or be completed in any position in Kandalaksha Bay. The Pilots are highly qualified. Anchorage for vessels waiting for a berth is situated in the Outer Roads of the port (position approx. Lat. 67° 08' N., Long. 32° 23' E.). The depths of water in the Roads are 35 m. - 40 m. and the bottom is mud.
RESTRICTIONS: The port of Kandalaksha can accept vessels with a draft of not more than 9.3 m. Inward and outward vessels with the draft of more than 8.0 m. are permitted, with the permission of the Harbour Master, to start 2 hours before the high water in the port.
All vessels navigating within the Inner Roads and Outer Roads must keep strictly to the following port regulations:
Vessel's speed must not exceed 4 knots.
Anchorage in the Inner Roads is prohibited.
MAX. SIZE: The length of the berths permits mooring of vessels with length up to 200 m. The depth at the berth permits vessels to moor with a draft not more than 9.0 m. (using 2 pontoons between berth and the body of the vessel) at low water.
HEALTH: The Master of a vessel coming from a foreign port should report every sickness of the crew. The Health Authorities board together with Customs and Immigration, and if they find everything in order. Free Pratique is granted. Each vessel shall produce a Derat Certificate and Sanitary Certificate.
RADIO: Cable via "Inflot" Murmansk, ETA, draft, length, breadth and moulded depth of the vessel, according to the vessel's certificate.
All vessels, when approaching the port of Kandalaksha, should establish VHP contact with the port, operating around the clock on the following channels:
1. Sea Inspection and Pilot Office of the port:
Call sign "Kandalaksha Radio 5".
Calling Channel 16. Working Channel 13.
2. Operator of the port and Controller:
Call sign "Kandalaksha Radio 2".
Calling Channel 16. Working Channel 14.
TUGS: Port has tugs up to 1,600 h.p. Use of tugs for mooring, unmooring and shifting is compulsory, according to port rules. Master should order the number of tugs according to the Pilot's advice. BERTHING: The port has 5 berths:
Two berths with a total length of 250 m. that permit loading and discharging of vessels with draft of not more than 9.0 m. (providing 2 pontoons with the breadth 12.0 m. are used).
Two berths with a total length of 200 m. that permit handling of cargoes of vessel with draft not more than 7.0 m. (providing 2 pontoons with the breadth 12.0 m. are used).
A fifth berth has been built for the river vessels with a draft of 3.6 m..
CRANES: The capacity of the cranes is 20 tonnes, and with joint operations of two cranes, the capacity is 40 tonnes.
STEVEDORES: Ordered by the Agent. Port Working Hours: 0800 hrs. - 1600 hrs., except Sunday and holidays.
MEDICAL: Master has to advise Agent prior to arrival if medical attendance is required aboard. The Port Clinic has dental facilities and medical first aid.
DENSITY: 1001.6.
FRESH WATER: Available at Berths No. 3 and 4.
FUEL: Not available.
FIRE PRECAUTIONS: No smoking in the port area, except in the places specially allocated. CONSULS: None.
SURVEYORS: Should be ordered via Jurinflot International Moscow (Fax: 212-8074) or via International Maritime Agence (Fax: 915-80-62).
REPAIRS: Port can undertake welding, metal work and turning work.
AIRPORT: The nearest airport is situated 100km. from Kandalaksha town.
CUSTOMS ALLOWANCES: No restrictions on board.
TIME: The local time is Moscow time, which is GMT plus 3 hours. In the Summer (May-September), Summertime is kept.
HOLIDAYS: 1st, 2nd and 7th January, 8th March, 1st May, 9th May, 12th June.

SHORE LEAVE: Crew members are allowed ashore. Identification cards will be issued on arrival.
DELAYS: Awaiting berth if there is port congestion.
DEVELOPMENTS: The Port Authority has a plan of reconstruction for the next 5 years. As a result of the expansion, the port handling capacity will increase to one million tons from the current capacity of 250,000 tons. This reconstruction will permit entering of the vessels to the port with a draft of 12.0 m.
